Luvencia for PVE
Damage calculation
Luvencia's skill really keeps to the theme of her shotgun weapon: it can hit a spreading AOE, but is most deadly at point blank range.
Luvencia has a very high damage multiplier on her skill against her main target, and relatively modest damage against other targets. Her skill power also decreases in strength depending on how many units are hit.
Although her skill AOE has a 9-tile range, since the standard field size is only 3-wide, the maximum number of enemies you can hit at a time is 7 enemies (other than in guild raids). This equates to her skill damage being reduced by a maximum of 7x5=35% against a full house of enemies.
The table below compares her firepower at +0 no potential and +5 full potential. For simplicity, the numbers below do not take into account damage amplification from chain stacks.

As you can see, there is a big difference in power level between +0 and +5 full potential, particularly against the main target. At +0 no potential, hitting a full house of enemies causes you to lose almost half your damage against the main target, from 640% to 360% (a 44% drop in damage against the main target). At +5 full potential though, the damage penalty matters a lot less. Even hitting a full house of enemies only reduces her main target damage from 1280% to 1000% (a 22% drop in damage against the main target). At +5 full potential, regardless of how many enemies you hit, Luvencia is very strong against her main target: a 1000% damage multiplier with 8 chain stacks is already the strongest dark attack available against a single target.
Improvements since release
Luvencia's PVE tier ratings have gone up since she was first released.
Firstly, when Deal Snatcher Luvencia was first released, she only had 1 costume and a cooldown gap. Now that Luvencia has two costumes (this and Wild Dog) and no more cooldown gap, Luvencia is definitely one the best dark attackers in the game. Luvencia and Blade are by far the best attackers for dealing with light-type bosses.
Secondly, another change is the arrival of Liberta. Liberta's Dark Saintess costume buffs physical attackers, and Liberta's Onsen Manager costume buffs high hit count teams. This means that high hit count physical teams are ideal for end game content, as they can make good use of both of Liberta's strong buffs. Thanks to Liberta, Luvencia is now stronger than ever as a high hit count physical attacker.
In that regard, since both of Luvencia's costumes deal 8 hits, Luvencia has established herself as the premier AOE physical chain stacker for late game battles like fiend hunts and guild raids.
Celia is of course still one of the best AOE chain stackers: With PWB.Refi's buff, Bunny Celia / Curse Celia / Descendant Celia stacks 9 / 21 / 15 chains as you cycle through her 3 costumes. On the other hand, Luvencia is able to consistently stack 16 chains every turn by cycling through her 2 costumes with PWB Refi. Although Celia has the more consistent range (always 3x3) and the better max chain count, Celia's magic attack is very weak and she usually deals negligible damage, whereas Luvencia can deal meaningful damage in physical teams.
PVE game modes
Luvencia excels wherever you need to deal with single targets. She is especially good for Last Night, where both chain stacking and high single target damage are highly desirable.
In story mode, she is quite versatile as she can switch between clearing mobs with medium effectiveness, and dealing concentrated damage on bosses with high effectiveness. As a dark-type, there are no elements that resist her attacks. Her spreading "pyramid" AOE is also very good for catching enemies in weird formations that would otherwise be hard to reach.
She is also quite good in Tower of Salvation for similar reasons, though you will really need to get her +1 costume level SP reduction and her potential upgrade SP reduction to use her effectively. She pairs very well with chain stacking relics and Liberta.
For fiend hunts and guild raids, Luvencia is one of the best dark attackers. However, her main weakness is that she is not great at dealing wide AOE damage or hitting weak points at the back (not the main target). For those bosses, you would usually be better off using an AOE attacker that can deal high damage to all weak points, like Blade.
Luvencia for PVP
Both of Luvencia's costumes cost 4 SP, which is a high cost for PVP and unfortunately makes her not well suited to attack teams.
For defense teams however, Luvencia can really pack a punch. Luvencia's design is actually quite similar to Empress of the Ocean Rubia, who also has a spreading "pyramid" AOE, a high hit count and a cost of 4 SP. Empress Rubia is considered a competitive pick for defense teams: she can be surprisingly effective because her spreading AOE is hard to avoid and she can often catch out low HP/low DEF units hiding in the back. Like Luvencia, Rubia's high hit count makes her strong against enemies with evasion but weak against enemies with counter.
Compared to Empress Rubia, Luvencia does not have DEF shred, but Luvencia has much better damage. For example, if Luvencia manages to hit 3 targets, she deals 1160% to the main target and 520% to others (before taking into account chains). Including chains, that equates to 1566% to the main target and 702% to others. This is a lot higher than Empress Rubia who only deals 427.5% including chains.
Overall, Rubia is still the more popular choice thanks to her DEF shred (consistency is king in PVP), but Deal Snatcher Luvencia is still a very solid opener for PVP defense teams.
Luvencia's exclusive gear
Luvencia is a strong attacker for late game content, so she gets good value out of having her exclusive weapon, which gives +67 ATK. As with most exclusive weapons, it's nice to have, but costume levels are far more important. You don't really need the exclusive gear unless you're looking to high score on end game content.
Conclusion
As we head out of the collab event and into the anniversary event, Luvencia is a tempting pull with high investment value. She has a lot of use in many game modes and is one of the best dark attackers, as well as one of the best physical team chain stackers. She is best paired with Wild Dog Luvencia for a complete costume cycle with no cooldown gap.
