Criteria for SSRs and Evaluating Future SSRs Yourself
This is what you should be on the look-out for when you're trying to determine if a MS is going to be worth the investment. The baseline values may change as power-creep increases, this is as of about a month into release. Everything discussed is based on Limit-Break MAX (Level 3), and MS Level 90 (No SP Conversion). Just know that SP Conversion will increase your stats across the board. I wouldn't really recommend using SSR Attacker without LB3 since you're going to be missing a lot of damage for one-shots.
Quick List of Recommended Development MS
For those that don't want to read explanations, these are the ones I recommend the most:
Attackers:
-Aerial Rebuild

Defenders:
-Psycho Gundam or Quin Mantha (both fulfill similar roles)
-Providence Gundam
Supporters (DEF Down):
-Red Gundam (Fierce Assault Event, easy to MLB + Lv5 Weapons)

Supporters (Beam Damage):
-Bertigo (Perfect Strike is fine but requires way more prior developments per copy than Bertigo)
Supporters (SPECIAL Damage):
-Astray Blue Frame
Alternatively, if you missed the Seed Astray Event
-Shadow Gundam (LV3 debuff only)
Supporters (Physical Damage):
-Shadow Gundam
Recommended Support Ships
For units on this list, the vast majority of them fall under One-Shot Killer. In general as well, between One-Shot Killer, Unstoppable, Lighting-Fast, and Tough as Nails, One-Shot Killer has the most SSRs that have that tag at 37.
You can basically build a full balanced lineup with recommended MS on this list with just One-Shot Killer. Even if we limit it to development only MS, it can be done. One-Shot Killer also has the benefit of being compatible with 2 Ultimate Development MS, which have the highest stat ceiling of any obtainable units currently, Gacha or otherwise. For example:
Defender:
-Zeta III B Type (Gacha)

-Super Hyperion Gundam (Ultimate Development)
Attackers:
-S Gundam (Gacha), BD-1 (Gacha), Red Warrior (Gacha) [PICK 2]
alternatively for development:

-Gundam Aquarius (Ultimate Development)
Ideally, you have UR Lacus Clyne & Eternal (Limited, HP Restoration) or UR Tiffa Adill and Freeden (EN Restoration), but the SSR Gacha Supporter Ship you are looking for is Frederick Ades and Vesalius (EN Restoration)

Alternatively, you can use Xenon Teegel and Carry Base 2, which has the Protagonist tag, which is an SR obtained from the Panel Missions.

Protagonist has good coverage for Attackers and Supporters but does not have good options for SSR Defenders.
Attackers - Stats
Development SSRs will be around 9200-9800 ATK
Gacha SSRs will be around 10100-10800 ATK
This means most Attacker MS have roughly the same ATK values, so the stat difference will be made up in passives. You want Attackers with 2-3 Passives that give ATK Boost.
The good ones are:
-ATK UP (unconditional)
-ATK UP when above 75%/50% HP
-ATK UP when Vigor is HIGH (usually also boosts DEF)
The bad ones are:
-ATK UP when HP is below 50%/25%
EN Recovery passives may be useful but usually aren't paired with two ATK passives.
Other non ATK UP passives might as well be empty line.
The highest ATK% Boost you can get from passives on an SSR with good passives is 30%. This is S Gundam, having 10% Unconditional 20% + when HP above 75%.

Attackers - Weapons
In terms of Weapons, you are primarily looking for the following:
POW (at level 5) is 5400 or above is usable. 5000 is bare minimum.
-3 Range is OK/Standard, 4 Range is good.
-5 Range Weapons can have a lower POW to be considered good. 5 Range carries a premium as it makes it possible to position safely if you are using a Support Pilot for Support Attack, and 5 Range can be combined with a pilot with Boost Range LV1 to get 6 Range and guarantee that you can attack without retaliation.
You want weapons with good passives.
The good ones are:
-Weapon POW UP at High HP
-Weapon POW UP at Long Range
Weapon POW UP at Close Range can be good if it is a melee MS and you know you will be taking counters or only doing executions.
Weapon POW UP at Low HP is bad. Weapon CRIT DMG UP is also bad.
Weapons only have base CRIT of 5%, 10%, or 20%. You don't want a weapon that relies on either hitting a 20% or lower CRIT, or having a pilot that eats 5 SP to boost CR by 40%, with the passive only kicking in if you win the 60% when the alternative is a passive that works all the time.
Bazookas are usually bad weapons because for some stupid reason a bunch of them get 90% Base ACC instead of 100%. Still usable, just know you can randomly get bricked by a miss.

BD-1 has a premium with a 6000 POW weapon with a good weapon passive and 25% ATK passives, but cannot be used in space. Currently no other SSR has a better combination of Passives, Weapon Passives, and high POW weapons.
Notable Attackers
Every notable attacker except for Barbatos 6th Form and FAZZ (who have Tough as Nails), have the One-Shot Killer tag. This should make it easy for your FREE Squad to field a One-Shot Killer ship.
As already mentioned, S Gundam (Gacha) is probably the best general SSR Attacker even with bad weapon passives due to it having the highest possible ATK passives, 5400 POW 4 Range ATK, and access to a lower POW 5 Range weapon.
BD-1 (Gacha) would be the best SSR Attacker with 25% ATK in good passives and a 6000 POW Weapon with an additional 10% POW at High HP, but being unable to deploy in Space is a critical flaw.
There are a lot of usable SSR attackers that I would not consider stand-out, as my baseline comparison is with SR Freedom Gundam, who has a 4 Range, 6000 POW weapon as a development tree SR. If you are the same or better off using SR Freedom, it's not considered notable. All notable attackers have at minimum 10% ATK UP (unconditional) passive, as it comes on basically all SSR Attackers.

Aerial Rebuild (Development)

Aerial Rebuild has a 5 Range, 5400 ATK Weapon with Increase Long Range Weapon Power Lv4 (12%), making it the strongest 5 Range weapon you can have on an SSR Attacker. One of the best candidates for an Attacker to use with a Support Pilot to conduct non-debuff Support Attacks with.
Barbatos 6th Form (Development)

At the downside of having Development SSR base stats, Barbatos 6th Form has a 6000 POW, 2 Range weapon with Increased Close Range Lv4 (12%). This is the highest power weapon you can access on an SSR (tied with BD-1), but Barbatos can be used in Space.
Gundam Epyon (Development)

Epyon has a 5400 POW, 3 Range weapon with Increase Close Range Lv5 (15%).
Gundam Deathscythe Hell (Development)

Deathscythe has a 5400 POW, 2 Range weapon with Increase Close Range Lv5 (15%).
FAZZ (Development)

FAZZ has a 5400 POW, 4 Range weapon, and can gain an additional 5% ATK from passive when Vigor is Super High or higher.
Red Warrior (Gacha)

Red Warrior has a Bazooka weapon that doesn't have the innate accuracy penalty, with only 5040 POW and 4 Range, but with High HP Weapon Power Boost Lv5 (15%), and has an additional 10% ATK boost when its HP is 50% or higher. It's base attack is also on the higher end for Gacha SSRs at 10700.
Defenders - Stats
Defenders vary based on whether they are DEF heavy or HP heavy.
Development SSRs will be under 90k HP if they have 9k DEF or more.
90-100k range is usually 8500 or lower DEF.
Gacha SSRs will usually be either 100k and 9k DEF, or 110k with 8-8.5k DEF.
Defenders - Criteria
Defenders are being evaluated based on how well they can provide Support Defense and live. Therefore, all you really care about on Defender is a combination of two things, Shield Defend and a single Damage Resist Passive with a 30% or greater value. Any defender that lacks either these things no good.
Shield Defend is under Mechanism and reduces damage taken on Defending or Support Defense by 20%. Defenders that do not have this are bad.
Damage Resist Passive greater than 20% usually means it is a passive that applies only to Beam or Physical damage. There is also a 40% passive that applies to one of four main damage types.
The main 4 damage types are:
-Ranged Beam
-Ranged Phys
-Melee Beam
-Melee Phys
There are also SPECIAL type damage attacks, but I haven't seen any passive that reduces SPECIAL type specifically.
There are passives that are 10% that apply to Beam/Phys but 30% total DR is not enough. The other passives that are available (10% MAX HP, 5-15% DEF) just do not contribute enough durability to compete with a raw 50%+ DR against certain damage types.
This means you should be bringing Defenders based on the type of damage you expect to take from the stage. For example, Alternative Series EXPERT Eternal Road, all of the enemies' Ranged Weapons with the exception of Large GN Fang on Alvatore are Beam Type, making Forbidden both highly cost effective and highly effective as a Defender you can run multiple of, being able to Support Defense a hit and live even at just LB3 LV80 from both Dark Gundam and Patulia, since the AI rarely, if ever, chooses to use its Melee attacks unless it has no other choice, since it tends to prioritize its Ranged Attacks since they have higher POW values.

Super Hyperion Gundam (Ultimate Development) is standout in that he gets a shield plus 30% DR against all Ranged rather than just one of the main damage types. This requires the UR upgrade in the Ultimate Development Tree (1st upgrade), otherwise its SSR form only has 20% DR against Ranged Damage. This makes it much more flexible than the other notable Defenders.
Increased MAX HP is nice to have if you have a Damage Resist Passive already, but is not mandatory. All other passives are not worth noting.
MAP Weapon with ATK Down or 5 Range ATK Down is bonus. Higher MOV increases Support Defense Range, it may be relevant if you need to space your units to prevent enemy MAP.
The baseline we are using in this case is the previously mentioned Forbidden Gundam.

Forbidden Gundam is an SR Development MS that has Shield Defend and Geschmeidig Panzer, which Reduces Damage Taken by 30% when conducting a Support Defend and the enemy is attacking with a Beam Ranged Weapon, giving it a total of 50% DR when Support Defending against Ranged Beam attacks. Forbidden Gundam is the go-to cheap Defender for both Alternative Series EXTREME Eternal Road and SEED EXTREME Eternal Road.
Notable Defenders
Other than Hyperion, which was mentioned earlier. Hyperion also has a problem that as an Ultimate Development is that you cannot Limit Break without Generic UR Limit Break Mats.
Psycho Gundam (Development)

Shield Defense (20%) and I-Field Lv2 (40% DR against Ranged Beam Attacks). This gives it 60% DR when Defending or Support Defending against Ranged Beam Attacks. Psycho has a low base HP pool (84000) but has 9200 DEF. Comes with a MAP ATK Down weapon.
Quin Mantha (Development)

Shield Defense (20%) and I-Field Lv2 (40% DR against Ranged Beam Attacks). This gives it 60% DR when Defending or Support Defending against Ranged Beam Attacks. Comes with a MAP ATK Down weapon. Basically a HP focused version of Psycho Gundam with 95k HP but 8k DEF.
Providence Gundam (Development)

Shield Defense (20%) and Phase Shift Armor Lv2 (20% DR against all Physical Damage). This gives it 40% DR against all Physical Damage when Defending or Support Defending. High HP for a Development unit (105k) due to MAX HP (10%) passive, but low DEF (7300). Has 3 Range ATK Down weapon.
Zeta Gundam III B Type (Gacha)

Shield Defense (20%), Beam Damage Reduction Lv2 (20% DR against all Beam Damage), has MAX HP (10%) passive and 7% DEF at Super High or higher Vigor. This gives it 40% DR against all Beam Damage when Defending or Support Defending. Does not have any ATK Down. 111k HP, 8500 DEF (9k with Vigor passive). Basically Providence but for Beam Damage.
Special Mention - Turn A Gundam (Gacha)

Turn A Gundam is actually a Support MS, which means it will have notably worse Defensive stats than an actual Defender, having only 76k HP and 7700 DEF, but it has access to I-Field Lv2 (40% DR against Ranged Beam Damage) and Shield Defense (20% DR on Defend/Support Defense). This makes it essentially the only "tank" that can inflict DEF Down, and it even has a 4 Range 30% DEF Down (as opposed to 20% for the secondary debuff). It even has HP Restore Lv2 (5% MAX HP restoration per turn), though in short fights you are not likely to get much mileage out of this passive. Turn A is essentially a Defender's kit locked inside a Supporter's stat spread.
Pilots like Jona Basta and Mikazuki Augus' Support Defense +1 is unconditional and do not require a Defender MS, so assuming Turn A has the durability to do so, can also Support Defense twice a turn with the proper pilots.
Supports
Supports are pretty straightforward, the main thing is to look for 5 Range Weapons with Level 5 Debuffs. DEF DOWN is the strongest if you had to pick just one. There doesn't seem to be any 5 Range Physical/SPECIAL Damage Debuffs for SSRs. You'll need UR Phoenix Gundam for a 5 Range Physical Damage Taken Debuffer. I'm only going to go over the stronger of the two debuffs each Support has, as each usually has a 30% value stronger debuff and a weaker 20% value debuff, though some (such as Zeong) have 2 25% debuffs instead.
Notable Supports
This is mostly just a list of Supports with 5 Range 30% (TYPE) Damage Taken or DEF Down debuffs.

Freedom METEOR (Development)

4200 POWER BEAM Weapon. Is a 2x2 sized unit, which may cause issues for positioning. Comes with a 3120 POW MAP DEF DOWN 20%.
Qubeley (Zeta) (Development)

4320 POW SPECIAL Weapon.
Wing Gundam Zero (Development)

4800 POW BEAM Weapon. Can transform and has a 4200 POW MAP weapon with no debuffs. Tied with Zeta for highest POW 30% DEF Down 5 Range weapon.
Zeta Gundam (Development)

4800 POW BEAM Weapon. Can transform, but loses 5 Range weapon. Tied with Wing Zero for highest POW 30% DEF Down 5 Range weapon.
Red Gundam (EVENT)

From our first Fierce Assault event. 4680 POW SPECIAL weapon.
GM Sniper II (Gacha)

4080 POW PHYS weapon. Has a single target 2520 POW MAP attack. Only Physical DEF DOWN 5 Range weapon but also lowest POW.
Zeta Gundam III (Gacha)

4200 POW BEAM Weapon. Can transform and actually has a 5 Range Beam Damage Debuff weapon in Waverider form, but Lv3 debuff so only 20% Increased Beam Damage Taken, so it has 2 5 Range Debuff weapons, making it a strong flex Supporter since it can inflict both debuffs.
Red Snake (Ultimate Development)

Actually has Lv6 DEF DOWN (35%) and 5 Range, but requires Ultimate Development to UR rarity (just the first upgrade). SSR form only has 4 Range on DEF Down.
5 Range Single Target Beam Damage Taken Up 30%
Don't forget about Zeta III in Waverider form.
Bertigo (Development)

4560 POW SPECIAL weapon.
Perfect Strike Gundam (Development)

4560 POW BEAM weapon.
Special Mention - SPECIAL Damage Debuffer
For SSR MS, there are not many options for specifically a SPECIAL Damage debuffer.
Strike Rouge IWSP (Gacha)

Strike Rouge IWSP from the recent SEED Astray Gacha is the only SSR MS that has access to Increased SPECIAL Damage Lv5 (30%), which is on a 4 Range, 4680 POW weapon.
Gundam Astray Blue Frame 2nd L (Event)

If you do not have Strike Rouge, Blue Frame 2nd L is one of the two Event development SSRs from the SEED Astray event, and has a 4 Range, 4080 POW, Increased SPECIAL Damage Lv4 (25%) weapon, and also has access to a 2 Range, 4560 POW, Increased Physical Damage Lv4 (25%) weapon. Physical Damage UP is the second rarest debuff after SPECIAL.
Physical Damage Debuff
I believe there are currently only 4 sources of Increased Physical Damage Lv5 currently on SSR MS:
Zudau Unit 1 (Gacha)

Zudau Unit 1 has a 4 Range, 4200 POW, Increased Physical Damage LV5 (30%) weapon.
Efreet (Gacha)

Efreet has a 3 Range, 4800 POW, Increased Physical Damage LV5 (30%) weapon.
Pale Rider (Ground Heavy Equipment Type) (Gacha)

Pale Rider has a 4 Range, 3720 POW, Increased Physical Damage LV5 (30%) weapon. He also has access to HADES, which is 2 Range, 6000 POW, weapon with no effect, which would make for strong Support Attacks on targets already inflicted with debuffs, but Pale Rider has the same critical flaw as BD-1 where he has no space compatibility. In fact, he only has land and underwater compatibility.
Shadow Gundam (Development)

Shadow Gundam is basically your only option for a Development accessible SSR with a LV5 Physical Damage Debuff. It comes on a 4 Range, 3600 POW weapon. While the version it has is weaker, it is also one of the few units with access to a Increased SPECIAL Damage Debuff, but it has LV3 (20%) on a 4920 POW, 2 Range weapon. Before SEED Astray event, this was the go-to development MS for SPECIAL Damage Debuff as well as Physical Damage Debuff.
