This DC Dark Legion tier list will help you decide which heroes deserve your resources.
In this guide, I'll rank the best heroes in DC: Dark Legion from S-tier to D-tier, based on their overall performance. The game has been in soft launch until now, so information here is accurate!

Superman is currently the best damage dealer in the game. As a Mythic hero, Superman is absolutely worth investing in if you can obtain him. His freeze ability can temporarily disable enemies, and his heat ray reduces enemy defense, further amplifying his damage output. If you're going to spend resources on any character, Superman should be your top priority.
Joker

The Joker's strength comes from stacking damage over time. This makes him particularly effective in challenging PvE content. Furthermore, he pairs really well with other high-tier characters such as Batman, Harley Quinn, and more, which further solidifies his position as an S-tier character.

Green Lantern is currently the best healer in the game. His healing capabilities are unmatched, and he brings additional utility with his 2-second stun ability. Furthermore, he pairs extremely well if you have other three meta Justice League characters like Superman, Green Arrow, and Wonder Woman, which in itself will increase your champions' ATK and HP BY 15% and 10% due to the Justice League synergy.

We know this one will probably be a bit of a shock for you but in our opinion, Deathstroke is somewhere between S and A tier, and hence we ranked him in S. Deathstroke is one of the most powerful single-target damage dealers in the game, capable of eliminating high-priority targets quickly. His kit allows him to jump behind enemy front lines and take out vulnerable back-line characters.

Sinestro stands as the best magical damage dealer in the game. His AOE ultimate can completely delete enemy teams with enough investment, making him invaluable for clearing waves of enemies.
His consistent high damage and ability to hit multiple targets make him a cornerstone for any team, especially if you are making a team around the Energy Wielder synergies. You can further pair him with other Legion of Doom characters which will help speed up his energy restoration.

Wonder Woman stands as the best accessible tank in the game outside of Scarecrow. As a Legendary hero, she's much easier to obtain and star up, making her an essential build for non-spenders.
Her kit includes shields and incapacitate abilities, two of the most powerful mechanics in the game. These allow her to both protect her team and control enemy threats. Don't underestimate her impact just because she's a Legendary - Wonder Woman is a cornerstone for nearly any team composition.
Raven

While not the best pure healer in the game, Raven is quite a powerful character in PvP. Her ability to swap positions with frontline tanks can save them from death at critical moments, completely reversing the momentum of a battle. She pairs extremely well with characters from Energy Wielder synergy, but in our opinion she gets easily overshadowed by healers such as Green Lantern and Mera.
Aquaman

Aquaman embodies the support role perfectly, focusing on enemy control rather than direct damage. His ability to set up devastating AOE attacks and his push-back capability makes him extremely viable.
On a full Justice League team, Aquaman gains additional damage potential of 10% and additional HP by 5%, which further makes him stronger in the current meta as a lot of other Justice League characters are currently viable.
Mera

Mera is the one of the best pure healer available, making her an essential build for free-to-play players. While Green Lantern offers superior healing, Mera is much more accessible as a Legendary hero.
Her healing ability creates a small AOE circle. The main drawback to using Mera is her lack of tag synergies, which means she doesn't contribute to many team bonuses. However, her raw healing output more than makes up for this limitation.
Poison Ivy

Poison Ivy offers a unique combination of healing and damage, making her incredibly versatile and viable in the current meta.
What makes Ivy particularly annoying to face (and excellent to use) is that enemies often waste their ultimate abilities on her vines instead of your actual heroes. She also brings crowd control. If you make complete use of her, pair her with Joker, Dr Fate (if you don't have Green Lantern), Mera, and Scarecrow.
Scarecrow

Scarecrow is the strongest tank in the game and should be a part of most of the team compositions. What makes Scarecrow particularly valuable is his dual synergy with both Legion of Doom and Arkham's Most Wanted, allowing him to bridge different team compositions. This versatility enables powerful team combinations like Joker, Ivy, Scarecrow, Sinestro, and either Deathstroke or Lex Luthor.

Black Adam delivers excellent spiritual damage and possesses a powerful AOE ultimate. While he doesn't reach the heights of Sinestro in terms of raw damage, he's much more accessible.

Harley Quinn offers excellent sustain through her self-healing mechanics that trigger off damage dealt, and her AOE attacks make her useful in multiple game modes. On top of that, she has three different synergies, making her viable in various teams. Lastly, if she gets a kill, she gets extra energy, which can be further capitalised on. In our opinion, you should definitely invest a bit of resources in her, especially during your early account progression.
Dr. Fate

Dr. Fate's shield mechanic provides exceptional protection against burst damage, making him particularly valuable in PvP and challenging PvE content. His ability to shield the entire team can be a game-changer.
While his personal damage output is quite low, Dr. Fate functions effectively even at zero stars, making him an excellent option for non-spenders. When paired with healers like Poison Ivy, his shields create an extremely durable defensive setup that can outlast most opponents.
