Persona 5: The Phantom X Navigator Tier List

Best Navigators updated for Version 3.4.

In this Persona 5: The Phantom X (P5X) tier list, we will rank each playable Navigator unit in terms of support capabilities and set of skills. Also, their overall battle performance in multiple end game modes such as Nightmare Gate, Velvet Trials, Sea of Mind Trials, and Astrolabe Trials will also be taken into consideration in this tier list. The higher their tier placement, the better they fare in battle due to their overall kit and usefulness in P5X's late game.

What are Navigators?

Navigators are P5X-exclusive background support characters that can play many roles such as buffers, debuffers, healers, and shielders. Some Navigator units emphasize on buffing allies, while others give shields for protection or debuffs to enemies. They have active and passive skills, as well as a Speed stat, which influences their turn order in battle. Since they do not appear on the battle screen, they are not vulnerable to enemy attacks.

Unlike other support characters, Navigators share a percentage of their total stats with their teammates. They share 20% of their Attack, Defense, and HP stats with each active party member. Unfortunately, they are unable to share their overall Speed stats with their party, but it influences their turn order in battle.

Kayo Tomiyama (Code Name: Okyann)

Okyann is in the C-tier due to the low maximum ceiling of her ATK buffs and being overshadowed by better choices in battle that play the same role as her. She may still have some specific applications, like raising the Effect Hit Rate and amplifying the effects of her allies' elemental debuffs. As such, Okyann remains useful for teams with DPS units who scale with ATK and can also inflict DoT (Damage over Time) effects such as Joker, Panther, Queen, and Noir. For end game content, she can be used to clear the initial challenge battles in the Velvet Trials since she is one of your early Navigators units in the game. Consider playing Okyann for early game progression as soon as high tier Navigators become available.

Miyu Sahara (Code Name: Puppet)

Puppet demonstrates B-tier limitations through her highly niche kit. In contrast to other Navigators, all of her skills are focused on casting shields on her teammates, with minor damage reduction bonuses and enhanced damage output from her four or more Sea Guard stacks. Puppet is therefore appropriate for teams made up of characters who scale with DEF, like Fox, and have low HP, like Skull. Additionally, she is compatible with Leon, Yuki, and Cherish that have the ability to cast shield effects. Like Okyann, Puppet has limitations when it comes to clearing end game modes. She is ineffective in game mode with limited cycles or turn counts, such as Nightmare Gate, Sea of Mind Trials, and Astrolabe Trials. However, she remains successful in long battles, such as boss fights.

Riko Tanemura (Code Name: Wind)

    Wind is currently in the A-tier thanks to her powerful buffs and debuffs. She is the only Navigator in the game who scales based on SPD, which results in additional HP, ATK, and DEF if her SPD hits 100 or more. Furthermore, her SPD stat enhances the effects of her defense debuffs and increased damage output. Wind's Vulnerability stacks also improve her team’s damage output as well as help in breaking the weakness shields of enemies. When it comes to team building, Wind may fit into any team archetype, including mono-element teams. In terms of end game modes, Wind is proficient in clearing Nightmare Gate, Velvet Trials, and Astrolabe Trials, which feature enemies with multiple weakness shields.

    Yumi Shiina (Code Name: Phoebe)

    Phoebe is currently one of the top Navigator units in Persona 5: The Phantom X. She is a stronger version of Okyann in terms of attack bonuses, which she can further increase with her Cocktail mechanic. Phoebe's Cocktail mixtures can result in a 120%, 100%, or 50% increase in buffs. This applies to each main elemental damage of her used by her allies. Although Phoebe's Cocktail mixes are random, you can help construct stronger Cocktails by grouping characters with the same elements together, such as a mono Wind team made up of Mont • Figure Skater, Wind • Vast, and Mona. Additionally, you can use Phoebe's second skill to improve low-quality mixes. Phoebe can work with any team, however a team with 2 party members sharing the element or a mono-element team is preferable. In terms of end game modes, she thrives particularly in Nightmare Gate, where mono element teams are becoming more prevalent.

    Futaba Sakura (Code Name: Navi or Oracle)

      Navi or Oracle is another outstanding S-tier Navigator because of her unique capability to implant weakness on multiple enemies. Her kit converts enemies' elemental resistance to normal. Then change normal resistances to a direct weakness. If enemies are already weak to the implanted weakness, they will receive more weakness damage from it changing from 1.25x to 1.45x. Navi, like Phoebe, works well with any teams, but she is particularly effective with DPS units capable of dealing many hits in a single cycle, such as Rin • Lion Dance, Violet, and Mont • Figure Skater. Navi also excels in endgame variants such as Sea of Mind Trials and Astrolabe Trials, where she can inflict a weakness on enemies who lack one at the beginning. As a result, clearing times are faster.

      Conclusion and Final Recommendations

      As of version 3.4, Persona 5: The Phantom X only has five Navigator playable characters: Navi (or Oracle) and Phoebe are five-star units, while Wind, Puppet, and Okyann are four-star units. In terms of priority, you should focus on obtaining Navi (or Oracle) when available. Navi is hard to obtain since she is a featured character who only becomes available during rerun banner events. While Phoebe is obtainable through the game’s standard banner or by limited banner 50/50 losses. With the game's current meta gradually shifting from multi-target to single-target damage with several hits, it is advisable to obtain these five starting Navigators for maximum damage output. Also, there will be no problems with producing their Revelation and Universal Cards because you can import your Wind card set and Okyann card set to Navi and Phoebe, respectively, with some changes to their main card stats.

      For free-to-play or low-spending players, we recommend obtaining multiple copies of all 4-star Navigators to maximize their buff effects in end-game content. For example, the Nightmare Gate game mode has three teams, thus each Navigator should be assigned to one of your teams. In terms of priority, upgrade and invest in Wind first. Then, comes Puppet and Okyann.

      While this Navigator tier list represents the strongest meta options in Persona 5: The Phantom X, always remember that your own playstyle and available in-game resources should ultimately determine your investment priorities. Even 4-star B-tier and C-tier Navigators, such as Puppet and Okyann, can perform well with correct team building and card stat optimization, particularly while completing end game modes and content!
