This DC: Dark Legion tier list will help you decide which heroes deserve your resources based on overall performance, utility, and accessibility.
Currently, the meta is dominated by powerhouses like Superman, Joker, Green Lantern, Deathstroke, and Sinestro, but there are excellent F2P options like Wonder Woman, Green Arrow, and Mera that can compete effectively with the right team composition.
In this guide, I'll rank the best heroes in DC: Dark Legion from S-tier to D-tier, based on their overall performance. Before we dive into ranking the heroes into different tiers, this is what every tier in our tier list means:
- S Tier: Meta-defining heroes that excel in most content and are worth investing in regardless of team composition
- A Tier: Excellent heroes that perform very well in the right teams and are solid investments
- B Tier: Good heroes that can be effective with proper investment, but may be outshined by higher tiers
- C Tier: Situationally useful heroes that generally require specific team compositions to shine
- D Tier: Heroes with significant limitations that are not recommended for investment unless you're a collector

If you're going to spend resources on any character, Superman should be your top priority.

With proper support, however, he can perform at an S-tier level in certain situations.

Although Green Lantern is the best healer in the game, he requires significant investment to reach his full potential. He pairs extremely well with other Justice League characters like Superman, Green Arrow, and Wonder Woman, which will increase your champions' ATK and HP by 15% and 10% due to the Justice League synergy. However, without proper investment, his healing output may not be sufficient for the most challenging content.

Her kit includes shields and incapacitate abilities, two of the most powerful mechanics in the game. These allow her to both protect her team and control enemy threats. Don't underestimate her impact just because she's a Legendary - Wonder Woman is a cornerstone for nearly any team composition.

While not the best pure healer in the game, Raven is quite a powerful character in PvP. Mera is the one of the best pure healer available, making her an essential build for free-to-play players. While Green Lantern offers superior healing, Mera is much more accessible as a Legendary hero.
Her healing ability creates a small AOE circle. The main drawback to using Mera is her lack of tag synergies, which means she doesn't contribute to many team bonuses. However, her raw healing output more than makes up for this limitation.
Poison Ivy

Poison Ivy offers a unique combination of healing and damage, making her incredibly versatile and viable in the current meta.
What makes Ivy particularly annoying to face (and excellent to use) is that enemies often waste their ultimate abilities on her vines instead of your actual heroes. She also brings crowd control. If you make complete use of her, pair her with Joker, Dr Fate (if you don't have Green Lantern), Mera, and Scarecrow.

Scarecrow is the strongest tank in the game and should be a part of most of the team compositions. In our opinion, you should definitely invest a bit of resources in her, especially during your early account progression.

Dr. Fate's shield mechanic provides exceptional protection against burst damage, making him particularly valuable in PvP and challenging PvE content. His ability to shield the entire team can be a game-changer.
While his personal damage output is quite low, Dr. Fate functions effectively even at zero stars, making him an excellent option for non-spenders. When paired with healers like Poison Ivy, his shields create an extremely durable defensive setup that can outlast most opponents.

- Strengths: High damage output and strong crowd control potential.

F2P Friendly Build
