Character Overview
Shigure is a Permanent 3* Explosive Striker student who will have a rerun banner in the upcoming dead week alongside other banners; Megu, Ui, and Hinata. On release, Shigure did not find any relevant usage from the older raids, as her niches were not required to clear any content.
With the release of torment raids, you can consider bringing her into extra teams for Chesed. As she deals enough damage to clear some waves and as an extra Hyper Carry buffer for other raids.

Skill Review
EX Skill
For Shigure’s EX Skill, this deals damage to enemies in a rectangular area and applies a Burn DoT dealing damage every 4 seconds for 20s. At lower levels, this skill has a surprisingly wide range and higher multiplier when compared to other EX Skills like Akari, making this skill a great skill for wave clearing.
Basic Skill
Shigure’s Basic Skill is an oddball, as it gives an ATK buff to another student with the highest ATK. This allows her to be a decent secondary DPS/buffer to help the hypercarry.
To take full advantage of this skill, you have to pay attention to its activation since its duration is only 30s and happens every 30s.
The accuracy debuff tied to this skill shouldn’t matter for most scenarios unless the buffed student has low ACC and enemies have high EVA.
Enchanced Skill
Your standard Enhanced Skill that increases Crit and ATK at Enhanced+. Usually, for plain Crit buffs, it is safe to leave this at low levels (7) since you can always reset for Crits. If you have unlocked Enhanced+, maxing this skill out isn't a bad investment.
Sub Skill
Lastly, Shigure’s Sub Skill increases ATK radius by x2 (Max Level) and changes the scaling of her Auto Attack damage. One of Shigure’s main tools allows her to perform well in content that has several enemies that do not have a lot of HP. If Shigure is one of your main damage dealers, you can consider prioritizing this skill over Basic.
Gameplay Progression
Early game: For the early game, Shigure is a strong addition to most teams in Explosive content. Having a strong EX Skill and AoE Auto Attacks contribute to clearing stages with a decent time.

Late game (High Investment): In the late game, Shigure would be the top choice for swarm Explosive raids. Unfortunately, there is currently no swarm-centric Explosive raid. However, she can still find usage in Gregorius or Chesed if you are desperate for a damaged dealer. Similarly, if you are running low on buffers, she can be a decent substitute.

- Skill Leveling Priority: Basic > Sub > Enhanced
Conclusion
All in all, Shigure is another case of a student whose skill set specializes in a niche that does not exist and currently has no content/raid to cater to. While this has not stopped her from seeing usage in extra teams. She is usually not your first pick. Since there are usually better alternatives available.
How Much Should I Invest?: Unique Equipment 50 should be unlocked if you plan to have her as your main wave clearer.
