Seir for PVE
New Hire Seir introduces an interesting new mechanic: she increases your team's damage whenever she gets hit. In order for her to be effective, she therefore needs enemies that can hit her repeatedly with a high hit count. She also works best in long battles, because she gives no buffs on your first turn, but gives progressively stronger buffs over time as the hits against her stack up. In other words, Seir is designed to work best in fiend hunts and guild raids against high hit-count bosses. The fact that her buff power increases over time also fits well into the gameplay style of fiend hunts and guild raids, since the "nuke turns" usually occur near the end of the battle, just as Seir's power reaches its crescendo.
However, the kinds of battles in which New Hire Seir will be the best choice are quite niche. Not all fiends and guild bosses will have consistent high hit-count attacks. Guild bosses also have randomized skill patterns, so it may also take some luck to roll on the high hit-count skill. Outside of fiend hunts and guild raids though, there are not many battles where you would want to use up a team slot on a buffer who cannot buff on turn 1.
As a general guide, Seir works best against enemies that attack every turn (or most turns), and hit at for least 5 hits at a time. She only needs to be hit at 5 times (cumulatively) to be "good", but anything above 9+ times is "great" and already more powerful than most other buffers.
- At +5 full potential, 5 hits on Seir means 110% damage amplification. This is roughly on par with the AOE damage amplification power of Game Club Rafina (100% physical damage amplification) or Track and Field Captain Levia (100-120% magic damage amplification), though Seir has the advantage of having a longer buff duration of 6 turns.
- At +5 full potential, 9 hits on Seir means 198% damage amplification. This is roughly on par with Beachside Angel Teresse (200% damage amplification for enemies with up to 5 chain stacks), one of the strongest damage amplifiers in the game.
Note that investment into potential upgrades is required to keep Seir's buff up continuously (skill cooldown from 7 turns to 5 turns).
Seir synergizes particularly well with allies with counterattacks, such as Android Queen Lecliss and Desert Flower Sylvia. If you can get the enemy to hit both Seir and the counterattacker at the same time, your counterattacks will have increasingly powerful damage thanks to Seir's buff.
Finally, a nice bonus advantage to using Seir is that she can be paired with her B-Rank Idol costume, which charges SP upon Seir being hit. This can be useful for long battles where SP regen is scarce.
Seir for PVP
As stated in the Demon's Daughter Seir guide, Seir is not very good value for PVP. In the current meta there is little room for a pure defensive tank, especially one that is dark-type and weak to Justia. Her buff ability is also not reliable compared to a counterattacker like Android Queen Lecliss, who can win games on her counterattack alone.
Conclusion
Even though she is quite niche, Seir will likely be a prerequisite to high score on specific fiends and guild raid bosses with high hit count attacks. She is not good value for beginners and intermediate players, as it would be much better overall value to invest in popular buffers like AOTU.Diana and B-Rank Helena who are useful in almost all game modes.
For veteran players who already have all the other popular buffers maxed, New Hire Seir offers the opportunity to further boost your damage and reach new high scores in some (but not all) fiend hunt and guild raid seasons.
