Levia for PVE
In the lore of the original Brown Dust, Night of Jealousy Levia was one of the "Dominus Octo". She was known to be one of the most powerful magic users, and she drew her power from an ancient being (the hand in the portal behind her) sealed away in her book (her exclusive weapon).
Now that Levia has arrived in Brown Dust 2, her skill set absolutely lives up to her power level in the lore.
At +5 full potential, Levia hits the main target 4 times for 300% per hit. Including chain damage, that comes to a total of 1380% damage, which is truly insane and well above any other costume in the game. Not only is it the highest damage multiplier available, the high damage is unconditional and comes without any "gimmicks" (e.g. Michaela needs to sacrifice HP, Ventana needs to hit an enemy with taunt, etc).
In addition, Levia has excellent base stats, with a huge 396 base M.ATK and 75% base crit. This further complements her offensive capabilities.
Damage comparison
Fire is a crowded element with a lot of great attacker options. Levia's three strongest fire competitors are POV.Lathel, EA.Eris and LH.Loen (boosted by TF.Loen). We compare them below at +5 full potential.
Since Lathel is a starter unit, Lathel's base ATK (only 275) is much lower than Levia's M.ATK. POV.Lathel also has a lower damage multiplier (1100%), but makes up for it with a 60% ATK boost on his skill. On our calculations, when attacking "raw" without any buffers, a fully geared POV.Lathel will have roughly similar damage to NJ.Levia, and his damage may even slightly surpass Levia. However, once other ATK/M.ATK buffers are applied, Levia takes the lead because Lathel's ATK buff does not scale well when stacking with other ATK buffs (for more info on buff scaling, see this costume review as an example).
EA.Eris at +5 full potential deals 1100% of her ATK when attacking with 7 or less chain stacks. Though this is extremely hard hitting, it is not quite as high as Levia. Further, EA.Eris has 374 base ATK, which is lower than Levia's massive 396 base M.ATK. Eris therefore cannot reach Levia's damage potentials, though Eris has a different team role as she is better at AOE damage.
Finally, LH.Loen deals a simple nuke of 750% M.ATK, but TF.Loen can be used in the preceding turn to give herself a 80% M.ATK boost buff. When attacking "raw" without any other buffers, LH.Loen boosted by TF.Loen effectively deals 750% x 1.8 = 1350% damage. This is slightly lower than Levia, though the power gap increases once other buffers are applied due to same-type buff scaling. On top of that, Loen has a much lower base M.ATK (319) than Levia. As you can see, even with the combo setup, Loen can't match Levia's damage potential (though Loen is better at AOE damage).
Where to use Levia
First of all, Levia's other costume, Track and Field Team Captain Levia, is a must have for PVE magic teams, because she applies a debuff to enemies that amplifies all magic damage. Since you already want to have Levia in your magic team, it makes a lot of sense to invest in NJ.Levia to further improve your magic team's damage output. NJ.Levia buffed by TF.Levia can singlehandedly carry you through a lot of hard story and PVE content.
Secondly, in Last Night, Levia will allow you to reach new heights with her insane damage output. It's worth getting Levia if you need some more power to improve your Last Night performance, especially if you have not yet reached the 110m damage threshold (which is required to earn the max Awakening Elixir rewards).
Thirdly, NJ.Levia is of course great for wind fiend hunts, especially since TF.Levia is already staple. Having said this, NJ.Levia is unlikely to be a "must have" to reach Lv 10 in wind fiend hunts, since there are already many other great fire attackers to choose from (including others with better AOE performance against fiends with multiple weak spots).
Levia for PVP
Both Levia's costumes cost 4 SP, so Levia is not a good pick right now for PVP. Low SP costumes are strongly preferred in the current PVP environment.
Conclusion
NJ.Levia is a very high value pull, especially for those already invested in TF.Levia. Her damage output speaks for itself.
It's also likely that Levia will have a lot of longevity in the game with future costumes, especially given her high stats, the high utility of her Track and Field costume, and her status in lore as a legendary magic user.
