Justia is a Physical Light DPS that primarily deals Fixed damage to her enemies, which bypasses most types of mitigation. This makes her the ideal DPS in the PvP mode—Mirror Wars. If you're looking to compete in this mode, you better watch out for Justia.

Strengths and Weaknesses
+ Justia's fixed damage makes her the queen of PvP, allowing her to completely ignore the 90 RES of most endgame builds. She can kill anything that isn't Granhildr.
+ Justia's light typing also ensures that she is completely unresisted.
+Justia's skills are really cheap, allowing you to fit in even more skills in the PvP opener.
-Fixed DMG not being able to crit means that Justia's ceiling damage is laughably low, making her near unusable in endgame PvE.
-Fixed DMG not interacting with vulnerability debuffs adds salt to injury, given that most Fiends in Fiend Hunt self-apply vulnerability to create important damage windows.
Costumes
Justia currently has 5 costumes, most of which simply deal Fixed DMG, Pool Party being the exception as a setup costume. Blood Glutton also has the bonus of giving Justia tons of extra Light DMG.

This skill used to be unique, as it was once her only costume that could cost 2 SP, which gave you room to use 1 SP on Homunculus Lathel and 2 SP on some other costume. Now that Blood Glutton and Kendo Club can also cost 2 SP, you can use any of the three in your PvP opener, each with different pros and cons.
White Reaper being single hit makes Justia less susceptible against counters from Sylvia or Lecliss. So honestly this is more of a case to use this costume after the opener.
Key Upgrades: Design +3, Skill Potential 2 if combined with Knight of Blood, others are nice to have.

This is the only costume that isn't really good for the PvP opener, given that it costs at least 3 SP. However, with the range upgrade from her potentials, this definitely is a pretty reliable follow up skill.

This costume is nutty with the range upgrade, being a 2 SP, 3×3 AoE. It'd be completely uncontested in PvP compared to her other costumes if it weren't for the fact that the Fixed DMG multipliers are on the lower end. You'll definitely be needing a lot of dupes on this costume to hit HP breakpoints in PvP, and even then, it'd be kind of unreliable versus meta tanks once they get their potentials.
The fact however that this costume can easily hit multiple enemies makes this a formidable costume in PvP.
Oh right, the Elemental DMG buff. Even with this insane buff, it can only do so much for Justia. Her ceiling damage with this costume still does not compare to any of the other light DPS units, even Angelica. This costume does not make her competitive in PvE.
Key Upgrades: Design +1, Skill Potential 3, everything else helps her reach HP breakpoints.

Interestingly enough, this costume is kind of her highest multiplier costume, at 759% with her own chains accounted for. Additionally, because a lot of players in PvP position their units to avoid taking collateral by single line AoEs, Kendo Club's V pattern may unironically be more reliable than White Reaper's. This costume isn't free though, so definitely make do with what costumes you have at your disposal.

Limited costume tied to summer events.
This costume is designed to be used in the PvP opener. That may not be appealing to some because that means not using any of her Fixed DMG costumes for a guaranteed kill on turn 1, but this costume is great for when you have other units who can pick up the slack offensively. For example, if you're using a magic team (Helena → Zenith → Schera → Diana) and have 1 SP left over, Pool Party Justia (+3) slots in quite nicely with her evasion.
The SP battery skill potential is pretty relevant when you use this costume in the opener, as it gives your team extra protection against Eclipse's SP drain. The buff duration potential on the other hand is a bit of a ribbon, since her buff already lasts for 8 turns.
Key Upgrades: Design +3, Skill Potential 2, evasion and buff upgrades are nice to have.

The builds here will be for PvP, since that's where Justia sees play. Building her can be a bit tricky, since it depends on your substats, and whether you have her exclusive weapon:

Optimal Build [PvP]
Optimal Substat Spread (Assuming BBS Refinements) — 15 ATK% substats
Yes, you read it right, Justia's optimal build does require her to have full ATK% substats. This is because flat ATK in main stats and potentials are valued higher than they are in substats. Thus the optimal build takes flat ATK from all possible main stats and bond potentials (White Reaper or Knight of Blood) and takes ATK% from all the substats.
The above build is substat reroll hell. Thus if you're not a masochist (or an unhinged Justia enjoyer), you can settle with a slightly worse build (about 2-3% worse), where you balance ATK% and flat ATK substats (still skewed towards ATK%) and take ATK% from your potentials (Kendo Club or Pool Party).
Justia wants full DEF gear because a) Lecliss and her counters are a menace, and b) you can't get ATK/% substats from MRES gear.
You can either take CR + HP% or CDMG + HP% as her accessory, it shouldn't really matter since she can't crit.
