Nebris is a Physical Wind DPS with conditional self-buffs. By continually casting her skills, she can stack her self-buffs to ramp her DMG output, finishing off with an attack that scales off the number of buffs on her.

Nebris currently has 3 costumes: Labyrinth Gatekeeper and Laid-back Lifeguard grants Nebris a self-buff depending on whether she has buffs already or not, while New Hire is a DMG ability that scales off the number of buffs she has.

Labyrinth Gatekeeper gives Nebris a DMG Buff, or if she already has a DMG Buff, a Crit DMG Buff. Both of these buffs are great, the former doubling her damage in the absence of other DMG Buffs (from Beachside Angel Teresse, for example), while the latter is great when she is in the presence of multiple other buffers.
You will typically group Nebris with an ATK buffer, a DMG buffer, and a Property DMG buffer, which causes her significant self CDMG buff to make an impact. The damage on this costume is great due to that buff.
If you want to optimize her damage for multi turn content like Fiend Hunt, you can use her skill prior to another DMG buffer in order to stack the buff with a CDMG buff 4 turns later. Of course, whether this is ideal depends on the Fiend, but do keep in mind that in the presence of multiple other buffers, Nebris's CDMG buff is the most impactful one, and you want that to be applied on the turns that count.

This costume checks for any stat buff on Nebris (even from other allies), then applies an ATK buff if she doesn't have any, and a Property DMG (Wind DMG) buff if she does.
However, this costume has a huge problem—it checks for ANY stat buff on her. Every team in the game buffs their DPS units before unleashing damage, which means in a regular set up, Nebris is always getting the Property DMG buff. However, this 50% buff is not good! Nebris has 50% base Wind DMG, 30% Wind DMG from her bond potentials, and potentially another 50% from seasonal buffs—not to mention that if you care about elemental advantage, you're also using either Diana or Refithea on your team. The 50% is effectively dwarfed by the critical mass of wind DMG she already has access to.
If you want Nebris to get her ATK buff, you'll have to use her before the buffers, and this means forgoing much more powerful buffs such as Lathel's 160% ATK buff. In other words, you may as well ignore this costume's self-buffs in shorter content. Her saving grace is that she has decent damage without these buffs, and she has a pretty nice AoE to go with it.
To summarize, the clunkiness of this costume's self buffs on top of the not-so-great buffs themselves make this costume lackluster as a standalone. Consider investing in this costume only if you have a decently invested Labyrinth Gatekeeper so you can stack multiple buffs from her two costumes.

This costume's damage scales off of how many buffs Nebris has. In order to make her damage competitive, she needs at least 8 buffs on her. This may be a lot, but she can easily get this many using supports, who can typically apply at least 2 buffs each, on top of her own buffs, which realistically adds another 3 buffs. That being said, all this set up is really worth it if you've invested in her other costumes, especially in Labyrinth Gatekeeper.

Labyrinth Gatekeeper is Nebris's best bond potentials for general content. However, if you want an edge against water enemies, use Laid-back Lifeguard!
