Luvencia for PVE
Luvencia's skill really keeps to the theme of her shotgun weapon: it can hit a spreading AOE, but is most deadly at point blank range.
Luvencia has a very high damage multiplier on her skill against her main target, and relatively modest damage against other targegts. Her skill power also decreases in strength depending on how many units are hit.
Although her skill AOE has a 9-tile range, since the standard field size is only 3-wide, the maximum number of enemies you can hit at a time is 7 enemies (other than in guild raids). This equates to her skill damage being reduced by a maximum of 7x5=35% against a full house of enemies.
The table below compares her firepower at +0 no potential and +5 full potential. For simplicity, the numbers below do not take into account damage amplification from chain stacks.

As you can see, there is a big difference in power level between +0 and +5 full potential, particularly against the main target. At +0 no potential, hitting a full house of enemies causes you to lose almost half your damage against the main target, from 640% to 360% (a 44% drop in damage against the main target). At +5 full potential though, the damage penalty matters a lot less. Even hitting a full house of enemies only reduces her main target damage from 1280% to 1000% (a 22% drop in damage against the main target). At +5 full potential, regardless of how many enemies you hit, Luvencia is very strong against her main target: a 1000% damage multiplier with 8 chain stacks is already the strongest dark attack available against a single target.
Luvencia excels wherever you need to deal with single targets. She is especially good for Last Night, where both chain stacking and high single target damage are highly desirable.
In story mode, she is quite versatile as she can switch between clearing mobs with medium effectiveness, and dealing concentrated damage on bosses with high effectiveness. As a dark-type, there are no elements that resist her attacks. Her spreading "pyramid" AOE is also very good for catching enemies in weird formations that would otherwise be hard to reach.
She is also quite good in Tower of Salvation for similar reasons, though you will really need to get her +1 costume level SP reduction and her potential upgrade SP reduction to use her effectively. She pairs very well with chain stacking relics.
Where she falls short is that she is not great at dealing wide AOE damage. In particular, many fiend bosses and guild raid bosses have more than 1 weak point, or a weak point that is not at the front. For those bosses, you would usually be better off using an AOE attacker that can deal high damage to all weak points (like Eclipse).
Fortunately, the most recent light-type fiend hunt has only one weak point which is accessible to "very front" attackers, making Luvencia a perfect choice. This should be considered the exception though, as most fiends and guild raid bosses have more than 1 weak point.
Luvencia for PVP
Right now, Luvencia is not yet very good value for PVP because she has a 3 turn cooldown, but no second costume. She is also relatively expensive, at 4 SP even after costume upgrades and potential upgrades.
Still, I would not write off Luvencia as a potentially powerful PVP pick in the future. Luvencia's design is actually quite similar to Empress of the Ocean Rubia, who also has a spreading "pyramid" AOE, a high hit count and a cost of 4 SP. Empress Rubia can be surprisingly effective in a defense team, because her spreading AOE is hard to avoid and she can often catch out low HP/low DEF units hiding in the back.
Compared to Rubia, Luvencia does not have DEF shred, but Luvencia has much better damage and also high lethal odds against the main target. Deal Snatcher Luvencia therefore has real potential for PVP in the future if she can get another costume that synergises well in PVP.
Conclusion
Deal Snatch Luvencia is now the best dark attacker against single targets, and one of the best chain stackers (other than Nightmare Bunny Celia and Hikage). It's best to think of her as a single target attacker: even though she can deal with mobs, she is not very effective for doing so, and there are better choices for wide AOE damage. She feels a lot weaker at lower costume levels, but ramps up in power significantly at later costume levels. Pull if you need a more powerful dark-type attacker.
Unsurprisingly, Deal Snatcher Luvencia and New Hire Seir are the perfect picks for the Abomination fiend hunt, so they will both be prerequisites for those players who want to high score this season.
