Celia's stats
To start with, it's important to point out that Descendant Celia is not a good attacker.
First of all, Celia's base M.ATK is low: only 275 M.ATK (around 352 would be considered average). Secondly, Descendant Celia's damage multiplier on her skill is very low: even at +5 full potential she only deals 58%*5 = 290% damage before chains (around 600-700% would be considered average).
Whichever way you look at it, Celia is a poor choice as an attacker. Therefore, high investment in her costume levels and potential upgrades is not recommended, as the improvement in damage/utility is quite low compared to the investment cost.
Celia for PVE
Celia really has only one role in the game, which is to stack chains in a large AOE. Her most important costume is Masquerade Bunny Celia (a limited costume), which has an ability that doubles her chain stacks for up to 6 turns. Therefore, when Masquerade Bunny is used with Curse Celia (7 hits) she stacks 14 chains, and when used with Descendant Celia (6 hits) she stacks 10 chains. Each chain stack adds 10% damage to the next attack. This makes Celia very popular for amplifying team damage, especially in fiend hunts and guild raids.


The usual set up for using Celia is:
- Turn 1: Masquerade Bunny Celia (6 chains)
- Turn 3: Curse Celia (14 chains)
- Turn 5: Descendant Celia (10 chains - but only if you have Masquerade Bunny at +4 or more)
Masquerade Bunny is a limited costume, and most likely will not get a re-run until the end of the year (as she was released as part of the 2024 new year event, and re-released for the 2025 new year event).
If you don't have Masquerade Bunny, there's really no reason to have Descendant Celia. There are other AOE attackers who can stack similar chains with better damage (e.g. Rodev's Star Liatris) or cost (e.g. Sage Olstein).
Also, if you don't have Masquerade Bunny at +4 or higher, you'll get less utility out of using Descendant Celia, because the chain stack buff will expire by the time you get to using Descendant.
If you missed out on Masquerade Bunny, don't be discouraged. Although she's a popular supporter for end-game content, there are plenty of other characters that can stack chains, and Celia is by no means necessary unless you are looking for a ranking high score in fiend hunts and guild raids. Celia is also rarely used in story mode or PVE battles outside of fiend hunts and guild raids, as she only works well in long battles that give her time to set up.
Celia for PVP
In the very early days of Brown Dust 2, Celia was somewhat viable for PVP thanks to her somewhat tanky base stats (including 20% base M.RES) and being one of the few 3x3 AOE attackers.
She is no longer considered viable in PVP due to her high SP cost, low damage, and generally low impact.
Exclusive Gear
Celia's exclusive gear gives her +67 M.ATK on the exclusive stat, but this modest stat bonus won't change the fact that Celia is a supporter at heart and simply not a good attacker.
Her exclusive gear also has crit rate as a fixed main stat, so her exclusive gear will actually deliver lower damage than a Venomous Touch (crit damage/crit damage as the main stats) in general PVE battles.
It is therefore not recommended to pull for her exclusive gear.
Conclusion
Descendant Celia is a quite niche costume. Pulling is not recommended, especially given that a new powerful Liberta has been teased just around the corner.
You can pull if you have Masquerade Bunny and don't yet have a copy of Descendant, but more than 1 copy is not necessary. No need to pull for duplicates, as the value you get from investment is not high.
