Wilhelmina for PvE
Wilhelmina is a new character who deals ridiculously high damage to single targets.
Her key feature is that she hits 12 times, tying with Hikage (limited) for the highest hit count in the game. For comparison, 5 hits would already be considered a high hit count skill. There only other characters with costume skills that can deal more than 5 hits are: Robin Hood Zenith (who hits a single target 6 times), Empress of the Ocean Rubia (who hits an area 6 times), Curse Celia (who hits an area 7 times), and Luvencia (whose costumes hit 8 times).
Chain stacking with multi-hits is important because you get 10% extra damage to the next hit for every chain stack. Wilhelmina therefore effectively amplifies damage against the target. If Wilhelmina goes first, the next hit from your next ally will do +120% bonus damage from the chain stacks. If Wilhemina is buffed by PWB.Refi (who doubles chain stacks), then the next character deals +240% bonus damage instead. As you can see, she is excellent for amplifying damage against single target enemies.
In addition, her own damage is also through the roof. At +5 full potential, Wilhelmina deals 12x95% damage, which equates to effectively 1,767% damage including chain damage (assuming she is the first attacker).
Comparison to Hikage
Hikage is a limited wind character with almost exactly the same skill as Wilhelmina.
On its face, Wilhelmina seems to an almost 1-to-1 clone of Hikage. However, Wilhelmina's biggest advantage over Hikage is that she is not a limited character. As a non-limited character who also has story importance, it's quite likely that we will get more Wilhelmina costumes in the future, which will further improve her power. This means that overall, Wilhelmina is better long term investment value than Hikage.
As a little bonus, here's one of my favorite skins from Brown Dust 1, Red Carpet Wilhelmina. Let's hope this costume makes its way to Brown Dust 2!

Comparing their stats, Wilhelmina is slightly tankier (not very important), but has less offensive stats than Hikage.
"Average" stats are generally considered to be 352 ATK and 50% crit damage. Wilhelmina has 319 ATK and 100% crit damage. Since the "exchange rate" on gear stats is 12 flat ATK to 18% crit damage, 50% crit damage is worth approximately 33 ATK. In other words, Wilhelmina's stats are pretty much exactly average stats (319 ATK and 100% crit damage is pretty much equivalent to 352 ATK and 50% crit damage).
On the other hand, Hikage has 352 ATK and 100% base crit damage, which is better than average. On offensive power alone, Hikage wins for now.
Having said this, when Wilhelmina gets more costumes in the future, she will also get more permanent bond stats from potential upgrades. Hikage on the other hand is unlikely to get any more costumes, because she is a limited collab character. Therefore, even though Hikage has better stats now, in the long run Wilhelmina will most likely catch up to Hikage's stats.

Next, in terms of skill damage, Wilhelmina has the advantage. Wilhelmina deals 12x95%, whereas Hikage who deals 12x90%. Until Wilhelmina gets more costumes and stats, her actual damage output will be similar to Hikage's, because Wilhelmina's better skill damage is offset by her worse offensive stats.
PvE Game Modes
With her very high hit count, Wilhelmina is perfect for Last Night, where you rely mainly on chain stacks for damage amplification. For any players that have not yet reached the 110m damage mark, having even just 1 copy of Wilhelmina with PWB.Refi will significantly increase your total damage output.
Wilhelmina is also great for any battles where you need to deal high single target damage. Of course, her drawback is that she cannot deal AOE damage to clear mobs or deal with fiends with multiple weak spots.
Wilhelmina for PvP
Given that Hikage has seen almost no competitive PVP play to date, it is unlikely that Wilhelmina will see any competitive play either. Although her single target attack power is very strong, 3 SP is just too costly for the amount of impact she delivers.
In addition, one of the most popular tanks in PVP is Lecliss. Wilhelmina struggles against Lecliss due to the weak-typing match up, and also totally Leeroy Jenkins herself against Android Queen Lecliss's counterattacks.
Wilhelmina's Exclusive Gear
Like most attackers, Wilhelmina benefits from the bonus stats on her exclusive gear (90% crit damage), but it is by no means necessary to make her work well. Since Wilhelmina's uses are relatively niche (against single targets only), it is not recommended to pull for her exclusive gear unless you are aiming for PVE high scores.
Conclusion
It wouldn't be a stretch to say that many players will pull for Wilhelmina for her art value alone.
In terms of gameplay value though, if you don't have Hikage, definitely get at least one copy of Wilhelmina. She has 12 hits at all costume levels, and the 12 hit combo will really help your Last Night scores and will also help you deal with difficult single target enemies. More copies are mainly just to improve her own damage, though investing to +4 removes her cooldown entirely.
If you already have Hikage, Wilhelmina does not do a lot to improve your overall roster right now. Other than having slightly better skill damage and water typing, Wilhelmina isn't bringing much new to the table yet. However, the real value of having Wilhelmina is as a long-term investment, for when she gets more costumes in the future.
