Liberta for PVE
After the release of Beach Angel Teresse (who buffs low hit count teams) last summer, we finally have our first supporter who buffs high hit count teams.
At +5 full potential, Onsen Manager Liberta provides 130% damage amplification for 6 turns (with no downtime). Although this seems lower than Beach Angel Teresse's 200% damage amplification, low hit count teams using Teresse cannot take advantage of high chain damage multipliers. When you take chain damage into account, high chain Liberta teams will usually outclass the damage of low chain Teresse teams.
Team building with Liberta
Liberta starts amplifying damage against the enemy once you have stacked 10 or more chains. For beginners, stacking 10 chains before your main attack can be a difficult task. For veteran players though, stacking 10 chains is fairly easy to do with the right setup. PWB.Refi is Liberta's best teammate, because Refi doubles base chain stacks. PWB.Refi + any Celia costume (preferably MB.Celia) will instantly meet Liberta's chain requirements, so Refi + Celia + Liberta will almost certainly be a popular combo for the foreseeable future for tough PVE battles.
The typical team build for running Liberta will be:
- Liberta (damage amplifier)
- Refi (property damage + chain buff)
- H.Lathel / B.Helena (ATK/M.ATK buff)
- Celia / Hikage / Zenith etc (chain stacker, needed for Liberta's buff to activate)
- Main attacker
Note that to maximize damage, it's important to build a team that uses as many different kinds of buffs as possible, because buffs of different types multiply each other, but buffs of the same type only add to each other (more info about how this works can be found in the FAQs). Liberta's skill amplifies damage on the enemy, so it stacks additively with other enemy amplification buffs like TF.Levia and GC.Rafina. Therefore, Liberta is intended to replace TF.Levia/GC.Rafina's slot in your team. Liberta's performance is overall better in most cases, but she does come with some trade offs: on one hand, Liberta's amplification buff is stronger and has no down time (unlike TF.Levia and GC.Rafina who buff only 2 out of 3 player turns). On the other hand, TF.Levia and GC.Rafina do their own damage and add their own chain stacks by attacking, whereas Liberta does not.
PVE game modes
Since Liberta requires a specific type of setup to work, she works in any PVE battles where you can afford to setup a high hit count team (like the team build described above).
According to the preview PV, Liberta works as a team buff rather than an enemy debuff, so she works in Last Night. Since 10 chains are easily reached within the first few attackers, she is a great pick to significantly boost your total score.
Liberta is not good for high scoring in Tower of Pride, because high hit count teams can't achieve good high scores there.
In Tower of Salvation, Liberta now makes high hit count builds much more viable. Still, high hit count builds are still much riskier than low hit count builds, because high hit count builds require you to pick up both the right costumes and the right relics (whereas low hit count builds generally work well almost all the time, as long as you avoid chain stacking relics). For now, low hit count teams are still considered more consistent.
Liberta for PVP
Liberta is not for PVP. Don't even think about it. It is very difficult to consistently stack more than 10 chains in PVP.
Exclusive Gear
Liberta's exclusive gear gives her additional HP. This improves her survivability, but not her buff power. Since survivability is rarely an issue even in late game content, pulling for her exclusive gear is not strongly recommended as it does not add a lot of value.
Conclusion
For veteran players, almost all offensive buffers are must-haves, and Liberta is no exception. Whilst she currently only offers a relatively modest improvement in damage over GC.Rafina and TF.Levia, it's still very much worthwhile having her because she will undoubtedly become stronger as more Liberta costumes are released.
For beginners, it will be difficult to make use of her until you have a mature enough roster to stack 10 chains before your main attacker. She may not help you progress your account much now, but she is still a good value pick and represents a long term investment.
