Strengths and Weaknesses

Olstein has the best silence in the game, which also gives you SP to cast skills on the following turn.
Olstein has full uptime on disruption with both of his costumes (after potentials).

Both of his costumes are very dupe reliant and are effectively nonfunctional at +0.
Your DPS units need to be able to cast skills consecutively in order to make use of Olstein's utility.

Olstein currently has two costumes. The Fiend Scholar silences and grants the team SP per enemy hit, while Sage of Blue Clouds decreases the ATK and MATK of enemies while also dispelling their stat buffs.

Costume Designs

The Fiend Scholar can be recruited from the pub in Pack 4 — Cat Daddy after finishing its main story.

This costume has the widest AoE for a silence skill, making him really good at stalling for extra turns in PvE content. For example, if you want to spend the first turn rushing down an elite enemy (such as in Challenge Battles), while leaving the smaller enemies for the succeeding turns.

Do keep in mind that 4★ Lucrezia is a great alternative to Olstein and works just as well in a lot of cases, and sometimes even better because of her 3 turn cooldown as opposed to Olstein's 5 turns. However, Olstein's superior AoE makes him usable in cases where Lucrezia can't hit at least 2 units because of enemy formations.

Olstein also sees some play in PvP as a disruptor on fringe defense strategies, which aim to silence the offense to bypass Diana's massive energy guard, instead going for the kill on the following turn when Diana's shield is down.

Just like with Eclipse, the SP Drain on Olstein is irrelevant in PvE due to enemies preloading their own skills. The SP Drain can be great in PvP if it hits multiple targets.

Olstein needs to be able to generate 3 SP per enemy hit at minimum to be useful. So, he either needs to be +1 with the SP gain potential, or +2 at the very least. Olstein's other potentials aren't good (his SP gain potential is locked behind the damage potential as well), and you would rather be using the bond potentials of Sage of Blue Clouds, so it's a rather huge investment to make Olstein usable at +1. Therefore, you're unlikely to find Olstein useful until he's at least +2 or +3.

The SP cost reduction at +3 is also very important, since Olstein tends to be used on turn 1 to battery the team.

Key Upgrades: Needs +2 to be usable, +3 is a great QoL upgrade.

Costume Designs

Sage of Blue Clouds is a cheap disruption skill that dispels stat buffs (crit, m/atk, def/mres) and places a weaken debuff on top of it. This is a great way to debilitate enemies that deal too much damage (especially enemies that deal pure damage).

This costume's weakness however is the very thing that it dispels—stat buffs. If Olstein casts this skill after the enemy gains buffs, that's great, but if the enemy gains a buff after Olstein casts this skill, that buff stacks additively to Olstein's debuff. For example, if Olstein debuffs for 70% then the enemy gets a 100% ATK buff, then that enemy will have a 30% ATK buff in total. This can definitely be a problem in PvP where an enemy Lathel buffs for 160% and an enemy Helena buffs for 115%. This issue can be played around, but do keep in mind this weakness.

Like damage reduction buffs, M/ATK debuffs are not good until they're at least 50%. Therefore, Sage Olstein needs to be at least +2 to be usable. On top of that, he really needs the range potential and aguably the debuff duration potential to work effectively. The cooldown potential is nice to have, but works at odds with Fiend Scholar's 5 turn cooldown.

Key Upgrades: Design +3, Skill Potential 1 and 3, he needs +2 at least to be usable.

Building Olstein

Olstein isn't a priority to build for since he's a support, but you may want to give him some defensive gear so he can tank some hits.

Substats (BBS Refinements) — HP%

This build allows Olstein to tank either a buffed Eclipse or a Schera (he takes half damage against her due to elemental disadvantage). He is definitely at risk of dying to a basic attack from a physical fire unit, however. If you're using Olstein on offense, you may want to give him a physical weapon and gloves instead of magic ones, so he won't be at risk of dying to a Void Granhildr.

PvP Build (90/90 RES)

Substats (BBS Refinements) — 9 DEF + 6 MRES

Building 90 DEF and 90 MRES on Olstein is definitely possible but is not really recommended since he won't be able to tank either Schera or Eclipse with this build.
