Yuri is a Physical 
Light DPS who grants herself self-buffs with no strings attached. She has no downsides to her costumes, so her powerful buffs alongside her high multipliers make her the current best Light DPS in the game.

Yuri currently has 2 costumes, Whitebolt grants Yuri an ATK buff (while also having dispel utility), while Comeback Idol grants Yuri a CDMG buff. Both buffs have a 4 turn duration, which means she has full uptime on them once she gets the cooldown potentials.

Even though the damage multipliers on this costume are a bit suspect, the ATK buff makes this costume above rate. Even if external ATK buffs are applied on her (which are effectively diminished due to her own self buff), her damage still competes with other top DPS units (as long as she doesn't reach the 10,000 ATK cap).
However, what really pushes this costume is the fact that the buff lasts for 4 turns, meaning it also buffs Comeback Idol, which has amazing damage. She will want the cooldown reduction potential to maintain full uptime on this buff (and also have a complete skill cycle alongside Comeback Idol).
The dispel is nice to have but isn't too relevant unless you don't have a 2 SP dispel in PvP.

This costume has way above rate damage, in exchange for a below rate self-buff. The CDMG buff isn't that good, but it's still a DMG boost nonetheless. What carries her damage through the roof is the self-buff from Whitebolt.
Get the cooldown reduction for a complete skill cycle alongside Whitebolt.

Building Yuri
Yuri has slightly different builds depending on whether she's being used for PvP or PvE. You will want to avoid overcapping Yuri's CDMG, since she gets a ton of it from her EX gear and Comeback Idol.

Whitebolt's ATK% bonds balances against the CDMG from her exclusive gear and her Comeback Idol self-buff, making it the stronger choice in general content. If you want an edge against Dark enemies, then Comeback Idol is significantly better.

Keep in mind that Yuri's EX has ATK + ATK% as its main stats. If you don't have Yuri's EX, use Dragon's Blade and get 6 ATK% + 9 CDMG substats.

Yuri needs full crit rate because Comeback Idol is a single hit.
